A scan on its own is not a CAD model. It's a mesh: millions of triangles describing a surface precisely, with no dimensions, axes or parameters. If the part has to be modified, strengthened or prepared for production, an editable model has to be built from the scan.

When a mesh is enough, and when it isn't
A mesh is enough
When the goal is the same part again, unchanged. The scan goes straight to manufacture and you save money.
CAD is needed
When dimensions must change, material must differ, or the part has to fit something new. A mesh can't be edited that way.
